La posibilidad de una espiral de violencia aumenta a medida que bandas de desesperados toman las calles y están dispuestos a usar la violencia por casi nada. Para evitarlo se estable el estado de emergencia y se solicitan más efectivos. Improvisación es lo que observamos e incluso absurdas disputas entre potencias.
